Type to Siri Function Missing

Apple Intelligence Features Missing:

I see: "Downloading support for Apple Intelligence. Connect iPhone to Wi-Fi and power while models are

downloading." "Downloading" infers that it is still in the process of "downloading". Not certain why it would read that, if already turned on(but, perhaps it always does). So, perhaps it is not installed? So, do as instructed, connecting this to Wi-Fi an in into external power(from a computer or off a charging brick on the wall).
