Backing up to iCloud, but losing data?

I just got a new iPhone 16 Plus and tried backing up my older iPhone, which has 457 contacts, to the iCloud (here on Microsoft windows).

But, then when I searched iCloud for those contacts, there's only 100, yet my older iPhone had 457 contacts. What happened? Why doesn't it have all 457 contacts?

Did you enable syncing contacts directly to iCloud on your old iPhone?

Sync contacts across devices on iPhone - Apple Support

After that all contacts should be part of iCloud and enabling contacts ion the iCloud settings on the new iPhone will sync the information back.

If contacts are being synced to iCloud, the backup does not include this information.
