I have no problem sending photos to iPhones, but mostly can’t send to androids. Sometimes I can take a screenshot of the photo or send multiple times (5-10) and they will go through. This started adding 4th of July, when there are two trillion tourists here, but they are gone now.

Ensure MMS is turned on in message settings.
If it is turned on then the next step is to report the issue to your phone carrier MMS is their feature and can fix it for you.
