To share iCloud Photos with friends and family only, use Shared Albums. Open the Photos app, go to the Albums tab, tap “+” → New Shared Album, name it, and invite people using their Apple ID email. Only invited users can view and comment. Make sure “Public Website” is turned off to keep it private.

As for updating your iPhone 6 Plus, it cannot go beyond iOS 12.5.7. This device isn’t compatible with newer versions like iOS 13 or later. You can still check for the latest available update under Settings → General → Software Update.

If you need features from newer iOS versions, like iCloud Shared Photo Library, you’ll need to upgrade to a more recent iPhone model.

You don't say if your family uses Apple products, and there are different methods in different cases.

To share your iCloud pictures with others, you can send them a web link so that they can see your selected pictures on any computer anywhere:

Share photos and videos with an iCloud Link on iCloud.com - Apple Support

This link stays active for 30 days, and anyone who has the link can see it-- they don't have to have an Apple account. But you do have to trust the people you share the link with to not pass it around, if that's important to you. You can deactivate the link at any time.
