Unable to access iCloud Photos after iPhone damage

i have a really old iphone which was damaged years ago and when it was damaged i lost all my photos and videos off the cloud when i got a new phone, i want to see if i can some how recover any of it. i cant find the serial number on it only the imei on the sim part. The phone wont switch on as the screen is totally damaged. There was another old phone which was damaged also. Is there anyway Apple can recover these missing items, as I’ve lost a lot of memories.

No, can't recover data from a damage phone.

The main question is why weren't you doing this How to back up your iPhone, iPad, and iPod touch - Apple Support

...when it was damaged i lost all my photos and videos off the cloud when i got a new phone,

That suggests you changed Apple IDs when you got the new phone. Do you know if that happened.

Apple Account/Apple ID identifies you, electronically binding all your devices together. It's kinda like the Force— or Duct Tape. If you change Apple Account/Apple ID, your new device cannot find files save to the old account. We see a lot of unhappy ending here from people who set up different Apple Account/Apple IDs on different devices.

If that happened, there may be hope for finding your old files. If you remember your old Apple Account/Apple ID and its password, log into https://www.icloud.com/ and see if the files are still there.
