Missing photos after iCloud backup on iPhone 14 Pro Max

Yesterday, on July 17th at around 2:00 PM, I purchased 50 GB of iCloud storage in order to back up my data. After the purchase, I started the iCloud backup process. I made sure that the backup for Photos, Contacts, and Notes was turned on and active. Then I initiated the backup.
The backup process took approximately 4.5 hours and finished around 6:14 PM. I received a message stating that the backup was completed successfully.
The phone I used was a purple iPhone 14 Pro Max
After the backup was successfully completed, I reset my iPhone 14 Pro Max and switched to a new iPhone 11. I signed into my Apple ID on the new phone, selected to restore from iCloud backup, and chose the most recent backup (from July 17).
Once the restore process finished, I noticed that my contacts, notes, and apps were successfully restored. However, not all of my photos were recovered — especially the photos from the past year seem to be missing from the backup.
Despite purchasing iCloud storage and successfully completing the iCloud backup, I am now unable to access a large portion of my photo library, which contains many memories and personal moments. I feel deeply frustrated and disappointed.

I need your assistance to understand what went wrong and how I can recover my missing photos. If this issue cannot be resolved through support, I may need to consider legal action.
