Trying to do the export always returns with an 'unknown error (3)'.
This happens even after having repaired the library.
The export of the originals works.
Also pictures edited without "Clean Up" are exported.

I can export successfully from my Mini M4 after using "Clean Up" on a photo.
Is the library located on your boot drive/
Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac?
Give the following a try in order:
1 - launch Photos with the option key held down and create a new, empty library. Import a couple of photos into the library, edit with "Clean Up" and to export as a JPEG. If it's successful close the test library, open your main library and try exporting again.
2 - if the above doesn't help launch your main library with the Option+Command keys held down and restore/repair the library. Try an export after the repair.
Reort back with the results.

When trying with a new empty library the 'clean up' option has been installed on first use. After that it works without problems, also with the main library.
Shame on me, I didn't know that the clean up option is not included. The pictures have been edited by my wife on her MacBook Air.
But I would expect a more informative error message in this case!!! Not just error 3.
I just tried it, and mine works fine with 15.5. I used File>Export>Export 1 Photo, like this:
What did you do differently?
You should try restarting the computer (of course.) If that doesn't help, Re-start in Safe Mode. This bypasses certain potentially disruptive processes, and it often helps. Safe Mode is different for different computers, so see this:
