If I am to reset my iPhone (Erase all content reset), and sign back in with my Apple ID, will all of the contents in my iCloud backups be restored to my phone (no longer in icloud but as part of my phone again, available to view?)

The only way to restore the content of your iCloud backup is to use the Restore. See the instructions here to complete that task. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
