Why is time limit showing exceeded when child has not had access to phone?

Why is time limit showing exceeded on iphone when my child has not even had access to her phone yet today? This is happening on multiple apps where we have screen times. For example, it shows she has used Pinterest for 90 minutes already today. But the limit is 30 minutes. And she has not even had her phone yet today. No one else has access to her phone. We've tried restarting, etc.

Does your daughter have access to another device where she can sign in with her Apple Account. Screen Time has a setting that is on by default called "Share Across Devices" that will total the amount of Screen Time no matter what device your daughter is using.
