I am using a new iPhone 16 pro running 18.5. I turned Driving Focus to come automatically when I drive. As soon as it comes on, it pops up a number of notifications that were previously hidden, which is rather distracting. In my previous iPhone (13 pro running the previous iOS) when Driving Focus came on, it did not show notifications until I turned off Driving Focus.

So I poked around and tried turning on Apple Intelligence and looking to see if “Intelligent Breakthrough & Silencing” was available in Driving or any Focus and it was not. I powered down my phone, waited a minute, then powered it up. Intelligent Breakthrough & Silencing was added. So my drive home tonight will be the real world test.
What gets me is that if it was because I had Apple intelligence turned off, then why did Driving Focus work as expected on my previous phone and iOS when Apple Intelligence was turned off?

So it turns out I spoke to soon. Driving this morning a bunch of notifications popped up, which was distracting. I had started turning off “show on Lock Screen” for the more notorious ones, but I don’t like doing that since I want to see notifications on my lock screen but not while driving.
This is obviously a bug in Driving focus in 18.5, because it didn’t exhibit this behavior previously. How can I submit a bug to Apple for this issue?
Mine look similar, with the exception of a picture in the customized screens and I don’t have the option for “Intelligent Breakthrough & Silencing.”
It turns out that turning on Apple Intelligence (ugh) then restarting my phone enabled intelligent breakthrough & silencing. No distracting notifications popping up.
