Can I use the Walkie-Talkie feature on old repurposed Apple Watches?

Is there anyway to just use unwanted, old Apple Watches for just the walkie talkie feature? We are trying to find a better way to communicate in our Dog Daycare. We use large, clunky gmrs radios that employees continuously drop and damage. The dogs hear their names over the speakers and go nuts knowing it’s their time to eat or leave, so the place erupts into chaos!

I use my watch with 1-2 other employees who have Apple products, and the walkie talkie works great! I’d Iove to pick some used watches, but I don’t want to make new iCloud accounts for each one (they have to link to phone, even for kids account)

HELP!

They would all need to own iPhones, and the iPhone/Apple Watch combination must be capable of pairing to each other. A given Apple Watch will only pair with a set of iPhones in its range. For example a Series 3 Apple Watch from 2017 will to pair with a current model iPhone. And a Series 10 Apple will not pair with iPhone X or older.

You have to understand that the Apple Watch Walkie-Talkie is really just an Apple FaceTime audio call with the ability to use Push-to-Talk via the Apple Watch. So you need the entire Apple Watch ecosystem.
