iCloud Photos not fully restored after iPhone reset

I recently forgot my password, so I had my iPhone reset. Since I know my iCloud account, I was able to access the phone again. After restoring, only 1,500+ photos were recovered, even though I’m sure I had over 16,000 photos before the reset.

I thought that by subscribing to the iCloud storage plan (₱49/month), all my photos would be restored—especially since it said my storage was full and that new photos would be stored or synced.

Is there any way I can still recover all my photos? What steps should I take?

Thank you and hoping for your assistance.

I'm not sure that makes sense to me. If the storage was full, how could it possibly hold more? I16000 pictures in 50 GB is really pushing you luck.

What do you see in your account at iCloud.com?

How much storage do you have at iCloud, now? How much is free?

How much storage do you have on your phone, and how much is free?
