Unable to send SMS to some Android users from my iPhone

Lost the ability to send SMS to some people with androids but I am able to receive them

* I say some because my parents with Samsungs can receive my texts but not pictures. My girlfriend and some coworkers can not receive any type of message at all

I’ve already checked settings, reset network settings, factory wiped my phone, factory reset again and restored from back up, had Metro refresh on their end, and changed my SIM Card and nothing has gotten them to work

iMessage and RCS work, SMS works with 2 people ONLY and no one else so it’s not like I’m texting a person that blocked me.

-SMS to another person with an iPhone also does not work
