Unable to verify PayPal or Apple Cash in Apple Wallet for payment on iPhone

I have reverified paypal on multiple occasions and nothing works, it seems like apple has intentionally blocked me from using paypal as my payment method, but i am banking through them

What country are you in? Apple Cash is only available in the USA.
