I tried using the Home Screen & App Library - Use Large App Icons setting, but only the Home Screen icons increase in size, not those within the dock as some answers on here have suggested it would.

Reducing the number of App icons can, in some circumstances, cause the remaining Dock icons to increase in size. Conversely, fully populating the Dock will cause the icons to shrink in size.
Other than this, there are no other methods by which Dock icons can be resided. Don't forget, the Dock is intended to provide immediate access to your most used Apps. An alternative strategy is to enable Use Large Icons settings - and place your most used Apps on the first (or other) Home Screen.
