No Menu Bar in macOS High Sierra 10.13.6

I just reinstalled High Sierra on my 2011 21.5" iMac, but noticed that the App Store is missing its menubar at the top of the window. Strangely enough, I have noticed this issue on some of my other Macs with High Sierra installed, but not on my Macs with other versions of macOS. There have been some installations of macOS 10.13.6 I have done on other Macs, where the menu bar in the App Store has appeared. I'm not sure if it is the bootable installer I am using, but I did follow the Apple guide and used the App Store's High Sierra installation application on another Mac. I also don't see shortcuts to get to the tabs (usually in the menubar) under the Store menu option, like there seems to be in this Apple Support thread. I even tried to install the combo update mentioned in that same thread, but the installer says that my computer does not meet the requirements. What's going wrong?

That's disappointing! I've set up File Sharing, so I can share files between all my old Macs. I tested this out by downloading an older version of the application CotEditor on my 2008 Mac Pro running El Capitan, then transferring it to my iMac running High Sierra. I was able to use the application fine, and I am hoping this works with most of my other applications that can download an older version compatible with El Capitan.
