Microsoft forced hotmail users to update to Outlook mail but keep the Hotmail name. When doing this, you have to download the Outlook app on Microsoft now I cannot receive my emails on my iPad Pro with all of my other.com mail or Gmail should I just delete the Hotmail account and then set it up again it’s been about a week and I just don’t want to lose what mail is in that Hotmail account.

You should confirm that with Microsoft support or look at their forum to see what other hotmail users are doing.
Assuming you are using the default Apple Mail app to get your mail on your iPad, then yes, you can delete the account from the iPad, and set it up again using the Outlook.com option.
All your email should be preserved since it's actually stored on your Hotmail account on a Microsoft server, not directly on your iPad.
