How do I get Apple Music app playlists on my new PC?

I am have a new PC and I am trying to import my old music playlist without subscribing to apple music. I do not see an option to import playlist files to that were backed up to my old computer. Is there a possibility to use the old itl files in the new apple music app as well? I log in on both computers and one has my music playlists and the other one cannot import them. Does anyone know a solution to get the playlists on the new computer's Apple Music app?

Apple Music for Windows lacks several useful features of iTunes. In particular the ability to create and switch between multiple libraries or directly open an .itl library. In principle Apple Music will open and convert an existing active iTunes library when it is first installed. I would recommend removing any of Apple Music, Apple TV and Apple Devices so that you can install iTunes and not have it limited to managing audiobooks and podcasts.

See Move your iTunes library to a new computer - Apple Community for advice on copying over your library.
