safari 18.5 preventing webcam view

I like to look at a resort webcam that my family members frequent. Lately, the webcam will not load in Safari (version 18.5). I have removed all website data. Content blockers for the webcam website are off. Auto-Play for the website is allowed. Accessing my location is allowed. Pop-up windows on the site are allowed. Downloads are allowed. Reader is allowed. Camera and microphone are allowed. JavaScript is enabled.

My 2017 iMac is up to date with Ventura 13.7.6.

In short, I cannot see why this one webcam won't appear. It used to work fine, but lately, it hasn't. Other webcams do appear normally. Other webcams, and the one I want to view, appear normally in Chrome and in Firefox.

What is preventing my viewing this one webcam?
