Forwarded emails missing attachments in Mail app on MacBook Pro

Using Mail v16

macOS Sequoia V 15.5

Have set up a rule to forward ALL incoming mail - which works

Problem - the emails are forwarded WITHOUT attachments

I have the 'always send windows friendly attachments' +' Always insert attachments at end of message' selected in the Edit drop down and also ALWAYS selected in the 'Include attachments with replies'
