iPhone 7 to new 16: Need 2000 Notes missing from 7, but ON iPad & iCloud

>2000 Notes* missing from iPhone 7 (iOS 15 max) for 6+ yrs, though all 4000+ are in iCloud and on iPad. Weren’t deleted. Daily backups don’t recapture them.

   How to do data transfer or sync to NEW 16 so it includes all Notes from iCloud/iPad, not just the ones still on iPhone 7?

   I’m also concerned transfer & 1st 16 backup could instead delete those 2000 Notes from iCloud & iPad! Thank you!

   * I don’t have a computer, and those Notes are my important Documents.
