A month or two ago i deleted over 10-12,000 pictures and videos combined, but my storage just wont go down.. i have around 300-400 pictures/videos now and it takes exactly as much storage as before. Iphone 13

It would be more helpful if you could tell us what iOS you are using. How much free storage do you have, and what percent is that? What do you see in Recently Deleted?
Have you tried a forced restart?

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after the Apple Logo appeared indicating a re-start.
