How can I upgrade the macOS on my Mac mini M2?
Not sure what version the M2 Mini has yet. Assuming for now it's not Seqoiua how do I upgrade the OS?

Even if the seller performed all of the steps in the following Apple article to prepare the Mac for sale, I highly recommend you start at Step #6 and erase & reinstall the system so you can be sure it has been done correctly. Doing the clean install yourself may reveal whether this Mac may still be managed by a previous owner.

I'm not sure what version of macOS will be installed using those specific instructions when performed with an M-series Mac.
