Apple Watch firmware upgrade loop during pairing

hi guys ,

i faced with strange issue with my applewatch . First am unpair from my old phone and erase all content on it. after this procedure i try to pair on second phone and upgrade procedure is unsuccesful . My steps is

1 Pair with phone enter 6 digits

2 applewatch try to communicate with server and download firmware or idk what he do )

3 next step if i understand right , watch start to apply firmware

4 when 10% is done watch again ask you to pair with phone and start all procedures again

where problem ? who can help with recomendations ?

Did you restore the new iPhone from the backup of the old iPhone before you started paring the watch to the nw iPhone?

Pair your Apple Watch with a new iPhone - Apple Support

Also have a look at these steps:

Make sure that your Apple Watch is connecting properly to its charger.
Restart your Apple Watch.
Restart your paired iPhone.
Try again to update your Apple Watch.

If the update won't start:

Open the Apple Watch app on your iPhone.
Tap General > Storage.
Delete the update file.
Try again to update your Apple Watch.
