How can I recover my lost PC photos without syncing to iCloud?

Over many years, I had downloaded the photos from my iphone to my PC through Itunes. About a year ago, Itunes no longer had that function. Instead there was an ability to sync the iphone photos directly with my pc.

I want to store my photos on my pc instead of on the icloud. I discontinued the syncing feature. Subsequently, all my Apple photos from all the previous years I had downloaded them from Itunes, has disappeared. It totally screwed up my organization of my photo files. How can I get them back without having them stored on the Icloud?
