I am having the hardest time setting up my daughter’s new Apple Watch, she has a WiFi tablet she’s already logged into but when I spoke to the carrier I was told I needed to create a new Apple ID for her to use a standalone?

So the setup process through the watch app goes fine, it just won’t allow me install the cellular plan. Tech care with the carrier is stating it needs to be on its own Apple ID. What else could be causing the cellular activation to fail?
