iPad iOS 18.5 Safari downloaded files not opening despite completed blue bar

the downloaded file shows 3GB of 3GB with the blue bar completed but aren’t , the file is visible on files’ but are not opening ( the downloads in image were done 3 hours ago they still haven’t opened)

Original Title: (Safari) & ( iPad OS 18.5 )There’s the blue bar still visible even though by file has been downloaded plus I can’t access them cause they’re still downloading….
