Unfortunately zinacef may be a little confused, here. On an iPhone, Photos being "open" or "closed" doesn't matter. In fact, syncing will be faster if you are not using Photos, since the phone doesn't want to slow down your work.

Also, on an iPhone, “Uploading X items” is not shown at the bottom of the Library. The syncing progress is shown under the Apple ID at the top right:

Here the Library is shown to have just synced.

If your latest photos aren’t uploading to iCloud Photos from your iPhone, there could be several reasons why. One of the most common causes is that your iCloud storage may be full. You can check this by going to Settings > [Your Name] > iCloud > Manage Account Storage > Photos. If you’re out of space, your photos won’t upload until you either free up space or upgrade your iCloud storage plan.

Another possibility is a weak or unstable internet connection. iCloud Photo uploads generally require a strong Wi-Fi connection, though you can enable cellular uploads if needed. If you're having issues, make sure you're connected to a reliable Wi-Fi network, and try toggling Wi-Fi off and on again. Additionally, if Low Power Mode is enabled, it may pause background activities like photo uploads. You can turn it off in Settings > Battery.

The Photos app may also need to be open and active for uploads to continue, especially if you’ve taken a lot of new photos or videos. Try opening the Photos app and going to Library > All Photos, then scroll to the bottom to check if it says “Uploading X items.” If so, leave the app open and connected to Wi-Fi to allow syncing to complete.

It's also important to ensure iCloud Photos is enabled on your device. You can check this in Settings > [Your Name] > iCloud > Photos. Make sure the toggle for iCloud Photos (or "Sync this iPhone") is switched on. Sometimes, if your iPhone's local storage is full, it can interfere with iCloud syncing. Freeing up space by removing large files or offloading unused apps might help.

Lastly, check to see if your iPhone needs a software update. Go to Settings > General > Software Update and install any available updates, as bugs in the current iOS version may affect iCloud syncing. Restarting your iPhone can also help kickstart stalled uploads. If needed, try toggling iCloud Photos off and back on again, keeping in mind that this may temporarily remove synced photos from your device but will re-download them once syncing resumes.
