New iPhone 14 Pro photos are not downloading on my iCloud Photos

Unfortunately zinacef may be a little confused, here. On an iPhone, Photos being "open" or "closed" doesn't matter. In fact, syncing will be faster if you are not using Photos, since the phone doesn't want to slow down your work.

Also, on an iPhone, “Uploading X items” is not shown at the bottom of the Library. The syncing progress is shown under the Apple ID at the top right:

If your latest photos aren’t uploading to iCloud Photos from your iPhone, there could be several reasons why. One of the most common causes is that your iCloud storage may be full. You can check this by going to Settings > [Your Name] > iCloud > Manage Account Storage > Photos.
