iCloud download of originals/high res broken

There seems to be an issue with iCloud download of originals.


Starting an hour or two ago - my phone will not export/download photos that it has the low res thumbnails for and the originals are in iCloud.


I get an error however I try to share (Airdrop, email), and cannot copy the photo either to paste directly into an email. My iPhone is trying to download the high res version and failing (before it gets to sending it anywhere or bringing it up in a draft email).

Photos that happen to already be downloaded (ex recent or some favourites) still Airdrop or Email share out successfully.


Similarly - I see the same issue now on my laptop using Photos, I cannot download originals or export. "Export completed with errors" 0 of 1 files exported. "Failed to download from iCloud."


This is not:

* A storage issue on iPhone nor Macbook (both devices tested have plenty of storage to download)

* An apple ID issue, both are signed in, I even tried rotating the password and signing in again - did not fix

* A reboot issue - both devices have also been rebooted.

* An outdated software issue - my devices are recent models and up to date.


This really looks server side.

iCloud syncing is working for me -- it took way less than a minute for a picture that I just took with my iPhone to show up on my Mac.


When you say that you rebooted, have you tried a forced restart?

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after  the Apple Logo appeared indicating a re-start. 


Did you try restarting your Mac in Safe Mode? This bypasses certain potentially disruptive processes, and it often helps. Safe Mode is different for different computers, so see this: 

           Start up your Mac in safe mode - Apple Support 


And see if you can test your network as markwmsn suggests. Let us know how this works…
