I go to itunes, help tab, click "apple service and support", library and content management, downloading or displaying album artwork, continue, click either "live chat" or "phone call", I click either 1 next screen I see "check a device" asking for my serial number. I have no apple hardware this is only for windows pc and windows 11 so I make up serial number to contact support and they say its because of my internet provider so my mum says its because were in Canada and this is only for Americans so I say ok and leave it alone because I already know if I phone up internet provider and say iTunes says your at fault they will laugh at me. iTunes support even went on my pc and looked at the error using remote pc monitoring screen viewing.
