How to handle Purchase Sharing when the organizer can’t pay?

Since the organiser is the only person that can turn on purchase sharing in family sharing, and the organiser is the one who gets to pay the bill ONLY USING AN ELIGIBLE PAYMENT METHOD, What if the organiser does NOT have an eligible payment method?
