Lost Notes after iCloud deletion and iPhone restore — is recovery possible?

Hello, I need advice regarding lost Notes.

I accidentally deleted my Notes from iCloud. After that, I restored my iPhone from a backup created before the deletion. During the recovery process, the Notes briefly appeared on my iPhone but disappeared again after syncing with iCloud.

The *Recently Deleted* folder is empty on iCloud.com.

Is there any way to recover these Notes? Could Apple Support help with server-level data recovery?
