Emoji keyboard won't load on my iPhone 15 Pro

my emoji keyboard doesnt work at all on any app or anything. ive tried removing the emoji keyboard and adding it back but it stayed the same, blank. i can still use stickers of course but genmoji also is unavailable. this started happening to me yesterday at 8pm, but i wasnt using my phone before that so i have no idea why this is happening.. it might be because i havent paid for my data yet but that happens often and this has never happened to my emojis any other times.

also, the screenshots below arent edited. i wouldnt lie because im genuinely worried if i will have to continue not having emojis because i use emojis a lot
