iCloud storage not released after removing content

I have only the free 5 GB iCloud plan. I've been getting a notification that my iCloud storage is full. After a little investigation I found that it was due to my text message conversations. I deleted the largest converstions and got the top conversations down to 2.1 MB, yet iCloud still reports that my messages app is using 4.6 GB of storage. Is there some other step I must take to have iCloud recognize that I've deleted content and that it should recalculate the amount of storage used? A few screen shots to illustrate the problem.

Do a restart if that doesn't update then do a force restart.
