Short term code are sent via SMS which is your phone carrier feature, let them know how frustrating it is that a monthly service that you pay them to use doesn't work properly.

I’ve been experiencing the same issue ever since upgrading my iPhone 14 to an iPhone 16 Max. My carrier, Verizon, has been utterly ineffective in resolving this problem. Since I upgraded with them, I was able to swap out the hardware, but the issue persists. I’ve discovered that resetting the network every few days allows the short messages to come through. Additionally, performing a hard reboot of the phone also enables the messages to start coming through again. However, both of these solutions are not long-term solutions.
