my brothers phone got stolen and he forgot hes icloud password thats why i want to change the password by recovering it with my number but i takes too long and the thief have a chance to took it all away what should i do

In any case you are going to need to reset the Password. When you follow the steps whether that is by using the Apple Support app or online, you will be asked to enter the verification code sent to Trusted Devices. Choose the option for when you did not receive the code and you will then be able to have it sent to the Trusted Phone Number that was previously set up on the account. If you do not see the redacted phone number to send the code, then it was not set up on that account.
There is no way to track the device without access to the Apple Account.
