iOS 15.8.4 is the end of the update road for the iPhone 7 Plus.

If you want to run a higher iOS version, you need to start looking for a new phone. An iPhone 15 or iPhone 16 would be recommended.

You may want to, but you cannot update past the highest version of iOS 15 on an iPhone 7.
