How do I reset the password for an inaccessible iCloud account during iPad setup going in a loop?

Im trying to set up an ipad I got at university auction for my child. It was completely wiped. After connecting to my apple data, through my account and sub account I set up for him, I’m not stuck in an impossible loop


Clean iPad from auction. Started the whole set up new ipad process. I created a parent-monitored gmail address for him that seems to connect to an icloud that appears to be his but I can’t access that. During the setup, I chose the location setting which locked the ipad to this icloud that I cannot access. I can’t complete the setup process because it’s asking for a password that I don’t have. When I try to reset the password via my account, it sends me through the process of resetting the password only to get to an identical screen that requires the icloud password that I already tried to reset through this process. It’s a constant loop. How do I get support to help me change this password to the icloud account?
