Whatsapp support can answer that question.
Meta requires that the OS version is 15.1 or later. The app was just made available on the iPad on May 27, 2025, before that there never was an iPad version of WhatsApp.
Can I use WhatsApp on iPad Air 2 with iPadOS 14.7.1?
