Opened up Safari today and the "Downloads" icon is missing. Cannot customize toolbar as it's missing from there as well. Thoughts? No idea where downloads are going as they aren't even going to my download folder.
On what device is this happening exactly?
On a Mac, there is no downloads button.
On an iPhone or iPad, the downloads icon is temporary, only visible when you actually download something and for a little while afterwards.
On a Mac, downloads can be specified where they are saved.
On an iPhone and iPad the are should be saved into the Downloads folder in the Files app in the "On My iPhone" location automatically.

Happening on my Macbook. It's actually the downloads icon (mine is usually placed right next to the search bar). I figured it out by making sure downloads has it set to "Manual" in the settings area. When I went to clear the downloads, the icon disappeared. By setting it to manual and downloading a doc, it reappeared. Thanks for the response!
