FaceTime and iMessage not loading in settings - Apple Watch SE

I have an Apple Watch SE on watchOS 11.5 with Family Sharing. In Settings > Messages, the top iMessage option is not loading. In Settings > FaceTime, the FaceTime option at the top also isn't loading. It always reverts to sending SMS messages and calling with data, indicating these services aren’t activated. I don't have the cellular + GPS version of the watch, so it always fails sending SMS and making cellular calls.
