New MacBook Issues with Safari (History and Bookmarks removed) HELP!!

I just got my MacBook Air in April. Every time my device restarts, my Safari bookmarks and browser history are deleted. This is very frustrating because I am an EdD student conducting research, and I need my bookmarks and history. I have checked my iCloud and privacy settings, Safari settings, etc., and I see nothing that would indicate why this is happening. I also do not find a recent case of this happening in my online searches. Any advice?
