When looking for my password in the past, I would be asked for the password to my computer, not I'm getting the message "Keychain Access wants to use the "Local Items" keychain". I have no idea what that is or how to reset it.
Have any ideas on fixing this issue?

Not sure I understand the issue(?) "not I'm getting the message..."
Verify the padlock remains unlocked...click it open. That's it.
