Unable to add a new Home Screen page on my iPhone 16 Pro Max with iOS 18.5

I have been trying to add a new Home Screen page with no luck. I am running iOS 18.5. I know how to do it. When I swipe past the last page, it just shows my App Library. If I try to drag an icon pass the last page it just tries to drag it onto the App Library page, and then it flies off the screen. Thank you for your help.
