I do not make in-app purchases. This apple function won’t update my game due to some bogus software in-app purchase failure. Prompts me to add CC information. I’ve contacted the app support and monopoly app says these are apple app issues.

Whether you make in-app purchases or not doesn't remove the requirement to have a valid payment tied to your account. Either add one, or you can't use the App Store to download apps, free or not or update 3rd party apps you already have.

You will NEVER be charged for anything unless you choose to buy an app or make an in-app purchase.
It is documented that it may be required to download or update apps. Not sure what you are refereeing to with an in-app purchase failure. An in-app purchase can only be made when you double click the side button with the amount showing on the screen, followed by verification with FaceID/TouchID or Passcode. That is what is required to authorize a charge, so if you did that you do owe that amount.
