Turning it back ON (as I always have it) I cannot make it happen.

I'm running a MBA (M2) and Mac mini (Intel) with macOS Sequoia 15.5 and cannot recreate that problem.

I suggest you start by updating to the current OS release. It contains improvements and bug fixes.

these are my settings on macOS 15.5 MacBook Pro...and Command Tab has always worked as intended.

Your choice, of course, but this reduces your mac functionality terribly - especially with full screen applications! You put one app in full screen and the secondary screen becomes black and unusable. How is that a good solution? Plus, when not using full screen, you only have one menu bar in the main screen, not on the other one.

The only possible advantage is if you want a single window to span both screens - then it's your only option.

I can't replicate that problem, either.

Maybe try starting in Safe Mode then restart normally.

I discovered that and re-enabled it.

The good news is the initial tabbing problem is still gone after this reversal.
