we have family sharing and my 13 yo daughter has it blocked for her to be able to switch her location off however recently she seems to be able to stop sharing - why and how is this happening

If this happened since you upgraded your phones, I suggest that you re-check all of the parental controls and change the password as well. That is also about all I would know about that, since my children are all adults with their own children right now so I do not have any real experience with using parental controls.
Yes we have that all set up properly but still managing to do it. Its only since my hubby and i upgraded our phones before that we had no issue
