How to recover missing Notes from iPhone 11 with disabled iCloud sync?

Help, please. My Notes for several years have disappeared from my iPhone 11. I see that Notes now take up 60 MB of memory on the phone, although there is nothing in the folders now. I can’t restore them from iCloud, because Notes syncing is disabled on my phone. Why could this happen? Could it be a virus or lack of memory? What can I do to try to recover Notes? Thank you

The notes were on the iPhone and on one email account. At the moment, the notes are saved in the email account, but the folder on the iPhone is gone. I found that it was turned off in the settings. When I turned it back on in the settings, the folder was empty. Could this have happened due to lack of memory?
