It's a CSV file. There's nothing abnormal about it.
That usually indicates an attachment saved by an App that was sent to you.
also, SMS does not support files of any type so seems odd to have an Attachments folder for it.
If you have an App that uses that name it may have an attachments folder. The Apple Account Information.csv file could contain anything.
If you tried to attach a file here, then you cannot do so like that.
You could copy the contents of the file into a text box though.
What exactly do you think is the issue with it?
Is the downloaded records for iCloud normal?
