Missing Apple Intelligence features on my iPhone 16 bought in China

I recently bought an iphone 16 but there is no apple intelligence feature at all. Is it because I bought it in China? One of the main reason I bought iphone 16 was because of this feature and I was not notified that this feature does not work in China when buying the phone.
